"In spite of the tremendous investment made in portals and websites, many government organizations and their constituents are not deriving the value they could from these online resources. Contributing to this situation is the 'communications gap.' A communication gaps occurs when new information, content or services are added to a portal or website, and the constituents who could use or benefit from that information, don't know about it.
The problem stems from the fact that websites and portals are essentially passive tools. Unless citizens actively visit a portal or website to find new information or use different services, they are disconnected from what is happening at those sites. The disconnect may be small (a few mouse clicks) but it's enough to hinder the recurring usage that make these assets so worthwhile."
